What issues, trends, and practices do think we ought to cover in the WASCD Dialog?

Just a few quick and admittedly reactionary comments based on my first "assignment" as a PDP team member. The PDP I am reviewing for goals, objectives, activities, assessments, does not (in my professional opinion) come close to meeting the intentions of PI 34. And yet, the other two reviewers have already passed this candidate on all elements of the plan. According to DPI policy, two out of three means that this teacher will get his/her plan approved. This plan will then be used to guide the next 3-4 years of professional development for this teacher. Using totally objective criterion (e.g., did the teacher state if the school was urban, suburban, rural)-the other two reviewers stated YES with no comments in any of the areas, when this information was totally absent. This is just a minor but one of many totally objective measures upon which I differ significantly from the other two reviewers and I made lots of constructive comments. While this is one teacher out of hundreds, it is still one teacher (high school math) that is likely working with over 100 students a day. Over a 5 year career, that could be over 500 students that will be influenced by the quality of professional development engaged in by this teacher (he/she identified attending two workshops a year as his/her activity for his/her goal of improving student's math vocabulary). This teacher needs support and it doesn't appear that she is getting it.
The larger context of this is the teacher is using the QEI to facilitate the review of his/her PDP, but does not appear to be seeking direction from an IHE and/or his/her school district. I am going to follow up on this question with him/her to assure that he/she understands this process is a representation of 3-5 years worth of professional development, designed to improve and document effective teaching and learning. My concern is that we (all reviewers) create a forum to discuss our concerns, share emerging effective practices, and find appropriate solutions to help those of us who are about to explode. Might WASCD provide such a forum????
Whew, that feels a bit better. Remember I am going to follow up with this teacher so I'm not just interested in blowing off steam-I do want to solve what may be a misunderstanding by this teacher and/or a lack of skills in creating a high quality professional development plan.

When I brought concerns similar to Francine's up at the reviewer training in October, the trainer stated that quality was not the intent of the PI-34, and my role as a reviewer was simply to verify that the information on the forms was filled in appropriately! Being new to Wisconsin in the past three years, I have been trained in writing a plan under PI-34 and it is inconsistent with the reviewers training. I have moved from one district to another, and I have experienced similar inconsistency with the review of PI-34. I think this should be of great concern and must be addressed.
